Responsibilities & Context
Uttaran in partnership with Solidaridad Network Asia (SNA) started implementing SAFAL For Integrated Water Resource Management Project (SAFAL for IWRM) in Southwest Bangladesh. The project put forward a community-based water management model for enhancing sustainable use, protection and restoration of Watersheds for resilient agriculture through operationalization of IWRM in Southwest Bangladesh. It will improve and diversify coastal agriculture of Bangladesh through innovative ecosystem-based water and land use planning that would provide greater climate resiliency and economic return for the coastal communities. The project outlined following three pathways to achieve the overall goal-
Pathway 1: Climate Smart and Regenerative Agriculture Production System to improve water use efficiency and soil fertility
Pathway 2: Watershed Protection to ensure sustainable harness of ground and surface water for irrigation
Pathway 3: Watershed management and governance to ensure equitable access to water use for irrigation.
To implement the project, Uttaran is seeking the following position for its project interventions area in Khulna, Bagerhat and Satkhira districts.
Water Cluster Officer
The Water Cluster Officer is the field team leader at Upazila level and is responsible for overall implementation of the activities of SAFAL For IWRM project in the assigned Upazilas. S/he will act as the key person to guide the SAFAL For IWMR Upazila team members (Water Cluster Facilitators) in order to achieve targeted outcomes and outputs of the projects and will coordinate all sorts of logistic supports for the Upazila team members. S/he will be responsible for planning, budgeting, implementation and monitoring of Upazila level activities of the project including management of financial activities. S/he will provide regular accompaniment supports to the Water Cluster Facilitators in the implementation of different interventions under the defined pathways. S/he will represent the projects as well as organization to different levels of stakeholders/organizations in the assigned working areas. S/he will maintain network and liaison with the line agencies, local government institutions, private sectors and others relevant stakeholders in order to maintain coordination, and synergies. S/he will prepare and submit the different reports and necessary documents to the concerned within the agreed time frame.
The Water Cluster Officer will be reportable and accountable to the Project Manager/Project Director of SAFAL For IWRM project of Uttaran. S/he also need to maintain strong working coordination with the Programme Officer-Regenagri & CSA of Solidaridad.
The Water Cluster Officer will be based at any of the Upazilas of SAFAL For IWRM project working areas under Uttaran. S/he will spend approximately 50% time in the field 50% time for deskwork and representation and networking.
Responsibilities:
- To lead the overall process of watershed assessment and identification of feasible micro watersheds for restoration/rejuvenation in the assigned Upazilas according to watershed selection guideline.
- To lead the collectivization process of farmers of catchment areas of selected micro watersheds and formation of Local Water Users Groups (LWUG) and Watershed Committees ensuring women and youth representation according to the process defined in the guideline.
- Facilitate formation of Watershed Committee for each of the selected micro watershed ensuring women and youth representation as stated in the guideline.
- Ensure organization and facilitation support to watershed committee and LWUG for developing micro watershed restoration design, improvement of the design in consultation with relevant government departments and implementation of the restoration/excavation works of micro watershed along with water reservoirs.
- Provide necessary guidance and backstopping support to Water Cluster Facilitators (WCF) to ensure participation and contributions of farmers of the catchment areas, relevant government departments, Union Parishad and other stakeholders in micro watershed restoration and development of water reservoirs. Support the Watershed committee to remain effectively functional with proper governance.
- Support WCF in organizing and facilitating capacity building training for the farmers for adoption of Climate Smart Agricultural (CSA) /Regenerative Agricultural and water efficient technologies.
- Develop design for trial and demo plots and support WCF in identifying suitable farmers and establishing demonstration/trial plots on CSA/Regenerative agriculture, water use efficiency and soil health improvement technologies.
- Provide technical and backstopping support to farmers of watershed catchment areas for adopting most suitable cropping pattern, CSA/Regenerative Agricultural technologies and water use efficient technologies considering local ecosystem and market demands
- Provide organizing and facilitation support to WCF for developing ‘catchment area cropping plan’ and implementation of the plan by the Watershed Committee and LWUG.
- Provide necessary support to develop Digital Advisory Services and promote use of digital advisory services by the farmers.
- Ensure planning and technical support to the farmers of LWUG for improvement of farm structure that support efficient use of water.
- Ensure M&E data collection, compilation and prepare report according to SAFAL-IWRM M&E Framework. Also support M&E team for capturing learning, challenges and documentation successful cases.
- Organize training, meeting, workshop and other project events with guidance from the supervisors.
- Maintain effective liaison with the local representatives of private sectors, local extension officials, Union Parishad and community leaders to ensure their supports in project implementation.
- Provide support to Training Officer for developing Capacity building plan for staff and farmers and contribute to develop different training materials
- Strengthen team spirit and create enabling environment for team members and keep the team members motivated towards achieving set output and outcomes of the project.
- Ensure timely logistic support to the team members and adherence with the financial and HR policy of the organization/
- Engage and participate in other activities as will be deemed necessary for project implementation and will be assigned by your supervisors.
