Education

Essential Technical diploma with specialization in water and sanitation, or equivalent experience

Experience

At least one year in MSF or 2 years in a similar position essential.

Experience supervising a team is a benefit.

Language

• English language essential; Rohingya/Chittagonianl language desirable

• English level of B1 desirable

• Strong communication skills are essential

Knowledge

• Essential computer literacy (Microsoft Office)

• Familiarity with GPS software such as OsmAnd, KOBO, FieldMaps, Google Maps, etc.

• Solid knowledge of plumbing, pumps, chlorine dosing, borehole operations, waste management, IRS

Responsibilities & Context

• Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management

• Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;

• Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;

• Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);

• Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits

• Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting

• Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity

• Participating in data collection and reporting as required

MSF Section/Context Specific Accountabilities

• Lead surveys and camp assessments with the support of the Watsan Manager, including working with relevant stakeholders to arrange transportation and security, set up communication channels, train staff, oversee survey operations, collect and collate data, and prepare preliminary findings and reports to Watsan ManagerSupervise of all Watsan technician, Watsan agents, skilled labours tasks are the parts of his/her responsibilities.

• Supervise of waste management, repair and maintenance of all Watsan facilities (office, house, and clinic) including waste zone area.

• Ensure all equipment used by the WatSan team is routinely serviced and recorded.

• Manage grab stock and ensure safe and organized storage, the minimum level of the consumable stock for WatSan operations is replenished, and prepare stock and physical inventory updates.

• Coordinate the WatSan Truck including management of the water trucking for the Watsan and others department as needed.

• Manage fuel for generators, air compressors and pumps; and prepare monthly fuel consumption reports.

• Ensure water quality and the smooth supply of water to the MSF facilities.

• Support Infection Prevention Control (IPC) as needed during emergency situation.

• Prepare monthly/weekly/bi-weekly reports on activities as requested.

• Undertake vector control activities as per MSF Watsan protocol.

Compensation & Other Benefits

It’s a Permanent contract. Salary according to level Six (Level 6) of the internal MSF salary grid (BDT 68,000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.

There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
