Requirements

Required for the job:
- At least 2 years of experience in finance or accounting, preferably in a development or humanitarian context.
- Experience in operating resource planning and accounting software
- Advanced skills in Excel
- Experienced in handling tax and VAT in compliance with Bangladeshi rules
- Ability to deal with a highly stressful environment
- Demonstrate skills in accounting,
- Good attention to detail;
- Excellent communications skills, both in Bangla and English;

Responsibilities & Context
- Job Location: Cox’s Bazar
- Line Manager: Area Finance Manager-Cox’s Bazar
- Type of Contract: Fixed-Term
- Duration of the Contract: Tentatively August 2024 to December 2024 (04 Months Contract Starting from the Joining Date)
The Accounts Officer produces quality financial information and contributes to the application and dissemination of the budget framework, local and donor rules, and HI’s tools, procedures, and standards in the financial field.
Missions / Responsibilities
Mission 1: Ensure the payment is on time
- In the absence of cashier deal financial transaction, cash closure and cash in hand are kept in the locker as per the cash book;
- Ensure the validity and conformity of expenditure-supporting documents (contracts, orders, invoices, delivery orders, etc.)
- Monthly cash closure end of the month and make cash certificate;
- Verify, before recording, that records conform to the regulations and procedures of Handicap International
- Ensure the cash payment on time in compliance with HI procedures;
- Assist the Area Finance Manager in the follow-up of ex-pat payment monthly;
- Communicate with the staff concerned, who has open advance and follow up on advance justification; notification to line manager/finance manager on overdue advances
- Check a third-party account during a monthly closure and send a notification to the employees who did not comply.
Mission 2: Accounting closure
- Implements and complies with procedures for archiving financial documents and publishes and updates financial documents in the dedicated workspaces.
- Contributes to internal control within his or her area of responsibility and applies identified corrective actions.
- Monthly cash account closure and cash count with designated authority
- Day-to-day update of the accountancy entries with the accounting system-NAVISION;
- Regularly encoding and registering accounting documents in the financial software;
- Support the Finance team for monthly closure as required
- Lead the preparation of the accountancy yearly closure:
- Ensure the enforcement of cash and accountancy process at site level
- Assist to Finance advisor in conducting financial internal and external audit
- Support the Finance team for monthly and yearly closure as required
Mission 3: Ensure the VAT and Tax and others as per government rules as well as HI procedure
- Prepare VAT/Tax challan and ensure the deposit to Govt. treasure within the respective dateline;
- Reporting VAT challan to government authority every month
- Support Finance team corresponding to VAT/tax issue
- Ensure proper deduction of VAT/tax
Mission 4: Keep updating the Accountancy
- Record and validate the supporting documents (exhaustiveness, guarantee the translation of documents and their validity);
- Regularly encoding and registering accounting documents in the financial software;
- Ensure regular scanning of accounting documents as a preparation for the monthly closures;
Mission 5: Documents filling and archiving as per HI procedure
- Coordinate with site office and Dhaka to ensure proper accounting archive
- Coordinate with the site office and Dhaka to ensure proper accounting scanning
- Ensure scanning of monthly accountancy documents and prepare scans for upload in Scan IT;
- Ensure labeling and filling of the Monthly accountancy documents after scanning as an archive;
