Additional Requirements

  • Minimum of 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
  • Proven work experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the development of MIS software using database software;
  • Expertise in analyzing data using statistical software;
  • Hard working and ability to work independently and as part of a project team under pressure and meet deadlines.
  • Fluency in written and spoken Bangla and English.
  • Demonstrates integrity by modelling the EU’s values and ethical standards
  • In-depth knowledge on MIS, M&E and development issues
  • Excellent knowledge of monitoring and the application of methodology: Good understanding
  • of capacity assessment methodologies; excellent ability to identify significant capacity building
  • opportunities;

Responsibilities & Context

OSHE is a specialized labour foundation based in Dhaka that promotes Labour Standards, Decentand Green Jobs in Bangladesh. We are looking for a highly qualified and experienced person at our organization for the position of Monitoring & Evaluation Officer.

Overview of the Project:

The project “Building a Sustainable Leather Sector in Bangladesh” is a three-year project implemented by Bangladesh Occupational Safety, Health and Environment (OSHE) partnership with Solidar Suisse in the leather sector in Bangladesh. The action is focused on strengthening civil society in Bangladesh by creating a CSO platform in the leather sector for occupational safety and health (OSH) and environmental protection, bringing together trade unions and CSOs in a participatory process. It aims at a sustainable leather industry which would emerge from active engagement at different points along the chain– right from the grassroots with different CSOs, workers and trade unions, to the high rungs of government, international institutions and employers and brands.

Job Description:

  • Develop and strengthen monitoring, inspection and evaluation procedures, monitoring and impact indicator for the project success.
  • Monitor all project activities, expenditures and progress towards achieving the project output.
  • Conduct output, process and outcome monitoring activities and quality verification related to the projects.
  • Recommend further improvement of the logical frame work and monitor and evaluate overall progress on achievement of results as well as monitor the sustainability of the project’s results.
  • Initiate and coordinate studies and evaluations, coordinates in hiring process to external consultants related to project baseline/end line and evaluations by developing the TOR, overseeing quality and disseminating/sharing results.
  • Provide technical and operational guidance to partner NGOs on field monitoring, survey activities and database management in connection with the projects and programmes.
  • Provide feedback to the Project Head on project strategies and activities and suggest strategies to the project management for improving the efficiency and effectiveness of the project by bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Document best practices and lessons learned and share with program staff and to maximize impact of the program; foster a productive relationship and lesson-learned sharing culture among the program staff and stakeholders.
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the Head of project and Project Manager/Regional Coordinator.
  • Provide inputs, information and statistics for quarterly, annual and other reports to project management team and various levels.
  • Participate in annual project reviews and planning workshop and assist the project Manager in preparing relevant report.
  • Assist in coordinating across the available components of the project to ensure effective implementation of M&E/MIS and assist the project personnel with M&E tools and in supporting them in their use.
  • Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruption s, deadlines, available resources and multiple reporting relationships.
  • Draft assessment/study concept notes for regular and donor funded projects.
  • Proving support to prepare new monitoring and reporting tools for all the program/projects.
  • Mentality to do other tasks assigned from OSHE Management.

Join date: August 2024 or upon agreement

Contract duration: Fixed-term contract max. until February 2026
