Responsibilities & Context
Job Context:
The Liaison Officer will represent the Organization in an administrative and liaison capacity towards Government authorities including NGO Affairs Bureau, Social Service Department, Tax & VAT office and other government focal points.
The incumbent will ensure timely and effective processing of necessary permissions/authorization for NGO Forum and will develop and maintain good relationships with the relevant government departments.
- S/he will be responsible assist to the project colleagues to develop the Programmatic and Financial applications for FD-6, FD-2, FD-3, FD-7) and FC-1 (Foreign Contribution) forms of all new and revised projects and will submit to NGO Forum Management in a timely manner for reviewing and submission the Project/Organizational to the NGOAB.
- S/he will also be responsible for preparing and submitting responses against queries from NGO Bureau and LGI on FD-6, FD-07 and FD-4 (Audit) in collaboration with Project Coordinator/Project Focal and sector focal and Accounts & Finance Team.
- The position will be responsible for Tax and VAT related works of the organization and accounts related works.
- S/he will assist concern project management for preparing Annual Progress Report as per NGO Bureau’s prescribed format and ensure to submit it to NGO Forum Management.
- Duties and Responsibilities:
- Liaison with the NGO Affairs Bureau (NGOAB) regarding FD7, FD6, and other registration and project-related needs;
- Support to prepare NGOAB documents such as FD6/ FD7/ FD-2, FD-3, FC1, FD4 audit report;
- Regular follow up & visit to NGOAB to oversee the progress and coordinate with different projects to meet the NGOAB requirements;
- Respond to and process all questions/queries raised by the NGO Affairs Bureau or relevant Ministry in relation to project implementation;
- Keep abreast with information about rules and regulations as well as new communications to/from the NGOAB;
- Support to prepare budget for FDs and FCs;
- Prepare and submit financial & narrative reports for NGOAB projects;
- Facilitate information gathering and then compile the data for the Annual Project Activity Report, Annual Report, Project Brief, etc. for submission to the NGO Affairs Bureau; ensure submission meets NGOAB prescribed deadlines;
- Support the coordination of internal and external audits for NGOAB projects and partners;
- Support to ensure GoB VAT and Tax compliance for NGOAB reporting;
- Maintain liaison and regular contact with NGOAB and stakeholders regarding NGOAB related matters;
- Updates follow up table on status of different files and audit;
- Handle VAT & Income Tax related work of the organization.
- Prepare and file monthly VAT & TDS returns and ensure ongoing compliance with the Income Tax Act & VAT Act.
- Prepare salary certificate for the Individual employee for Income Tax purposes;
- Prepare and deposit a-challans on regular basis.
- Provide TDS & VDS certificates against deduction from parties.
- Conduct the organizational income tax assessment, liaising with the Deputy Commissioner of Taxes (DCT) or the intermediary authority.
- Manage all VAT & Income Tax related queries and filings in the right manner.
- Ensure proper compliance as per Bangladesh Income Tax Act and VAT Act.
- Ensure proper documentation of TDS, VDS, VAT & AIT & other related documents.
- Maintain liaison with all bank and financial institutions;
- Input data into Tally software.
- Prepare and check bills/vouchers, and record the daily vouchers.
- Handle day-to-day accounting functions such as accounts payable, accounts receivable, payroll, etc.
- Process invoices and payments accurately and in a timely manner.
- Assist in monthly and year-end closing processes. Reconcile bank statements on timely basis.
- Perform other related duties as required.
