The Role and Scope:
The Child and Youth Leadership (CYL) Advisor is a strategic leadership position within Program team and act as the key technical expert and program lead of Child and Youth Leadership and Child & Youth Agency Building related interventions for Plan International Bangladesh. This role will be responsible for positioning PIB internally and externally and advocate for leadership and empowerment with and for children, specially girls and young people as a thought leader for both development and emergency context. This position will set program vision, develop strategy and determine success factors in alignment with country strategy that advance the development of child & youth leadership portfolio with a special attention of girls at national level (as well as linking this to regional and global initiatives where appropriate) in both development and humanitarian crisis. This position is responsible to ensure children, adolescents, and youth (CAY) have equitable access to, participation in, and benefits from and act as decision makers for both humanitarian and development programing aligning with the country strategy.
This role is to ensure the organization is technically supported by contextually appropriate, relevant and best practices integrated projects and strategic vision in order to achieve program outcomes. The post holder will provide leadership to contribute in the global youth strategy, Powering the Movement, supporting the design and implementation of new models for leadership and agency building. By drawing from best practices across the organization, the Advisor aims to achieve program outcomes that advance gender equality, ensure leadership and empowerment, and promote inclusivity in both development and humanitarian contexts. The post holder is responsible to ensure that gender and inclusive approach embedded in programmes by ensuring mainstreaming and roll out of gender equality quality benchmark in full project cycle management process and generate and use learning.
This role includes sharing learning across teams and partners and focuses on external representation on priority issues such as child-centered gender and power analysis, girls’ empowerment, and gender-based violence, which are central to gender-transformative rights-based approaches across thematic areas. Advisor will represent Plan in inter-agency child protection and youth networks, and serve as an expert on national, regional, and international spaces to influence mostly on child protection policies including all related guidelines, which serve as framework that guides work done for adolescents. The role supports national policy, advocacy and influencing efforts while driving strategic partnerships to advance gender equality. In the event of a humanitarian emergency, the post holder will provide technical leadership in designing and operationalizing the response program. Advisor will be expected to champion evidence-based intervention and to be a credible technical partner of government and others in CYL areas.
What we’re looking for:
- Seasoned Expert: Demonstrated history of having oversight to ensure program components are technically sound, grounded in gender and power analysis, and inclusive of diverse identities
- Strategic Thinker: Ability to set strategic vision, reach funding target, outcomes and innovative interventions of CYL program in alignment with Plan International Bangladesh’s Country Strategy and global objectives
- Effective Thinker: Ensures best practices from Plan federation and external organizations are regularly captured and initiate activities to brain storm and generate innovative program designs based on internal and external learnings
- Collaborative Partner: Represents and engages with youth-led organizations, government, donors, national offices, academia, networks to position Plan International Bangladesh as a leader in Child and Youth Leadership programming
- Advocacy Leader: Lead advocacy efforts to influence policies and practices that promote Child and Youth Leadership and enhance civic space for the youth
