- Strong facilitation and presentation skills with the ability to engage diverse audiences.
- Experience in developing and implementing monitoring and evaluation frameworks for training programs.
- Excellent communication skills in both Bengali and English. – Knowledge of USAID capacity-building guidelines and best practices preferred.
Responsibilities & Context
Centre for Climate Change and Environmental Research (C3ER), BRAC University, was established in 2011. C3ER’s Vision is to craft sustainable & adaptive solutions for society, and its targets are to be established as a cutting-edge research and academic institute in Bangladesh working in the field of climate physical science and natural resources management. C3ER has extensive expertise in climate change adaptation, mitigation, loss and damage, natural resource management, knowledge sharing, capacity building, Remote Sensing, GIS and databases, policy advocacy, and governance, etc. Since its establishment, C3ER’s primary goal as an academic research institute is to generate new knowledge, share it with other stakeholders, and influence policymakers.
The role of Capacity Building Specialist for the “Climate Action for Transformation in Bangladesh (CLIMACT)” project, funded by USAID and led by Winrock International, is an essential requirement to meet the project’s objectives and comply the project provision. Given that C3ER, BRAC University, has been awarded this project, The Capacity Building Specialist will lead all capacity-building initiatives under the ClimAct project, including developing training modules, conducting workshops, and providing technical support to key stakeholders. The professional will also collaborate with local and international partners to enhance the knowledge and skills necessary.

Specific Duties and Responsibilities:

Conduct comprehensive assessments to identify capacity gaps among key stakeholders, including government agencies, CSOs, and private sector actors.

Collaborate with local and international experts to design a capacity-building strategy that aligns with the project’s climate adaptation and mitigation goals.

Develop and design training curricula, toolkits, and educational materials for diverse stakeholders, focusing on topics such as climate resilience, policy advocacy, disaster preparedness, and sustainable development.

Ensure training modules are tailored to address the specific needs of stakeholders and include practical tools and resources for immediate application.

Create online and in-person training formats, adapting to the constraints and preferences of different audiences.

Lead training sessions, workshops, and seminars for government officials, civil society groups, and private sector entities on climate adaptation and resilience measures.

Facilitate knowledge-sharing platforms to allow stakeholders to exchange best practices and innovative solutions.

Ensure that all capacity-building activities are inclusive and accessible to marginalized and vulnerable populations, including women and youth.

Develop and maintain partnerships with educational institutions, training providers, and technical experts to support long-term capacity-building efforts.

Collaborate with international organizations to bring global best practices into local training sessions and workshops.

Develop and implement a monitoring and evaluation framework to track the effectiveness of training programs.

Conduct post-training evaluations and surveys to assess the impact of capacity-building activities and identify areas for improvement.

Provide ongoing mentorship and technical support to stakeholders post-training, ensuring long-term sustainability of skills and knowledge transfer.

Document all capacity-building activities, including participant feedback, key lessons learned, and success stories.

Prepare reports on the outcomes of training initiatives for internal and donor reporting requirements.

Work closely with the project’s technical experts to ensure that capacity-building initiatives are aligned with broader project objectives.

Integrate capacity-building activities with other project components, such as policy development and community engagement.
