Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP), a regional, intergovernmental organization is looking for a senior professional with leadership capacity as well as strategic vision to take up its activities in the areas of rural development and poverty alleviation in Asia-Pacific region. Accordingly, applications for the position of Director (Research) are invited for its Headquarters located in Dhaka, Bangladesh.

Background

CIRDAP was established with the auspices of Food and Agriculture Organization (FAO) of the United Nations on 6thJuly, 1979. It has 15 members countries namely, Afghanistan, Bangladesh (Host State), Fiji, India, Indonesia, Iran, Lao PDR, Malaysia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam. The purpose of CIRDAP is to provide technical support and promote innovative best practices on sustainable IRD amongst member countries in Asia-Pacific in order to improve the lives of the rural people.

Position Purpose

The Director Research supports the Director General by conducting research and carry out other mandated activities of CIRDAP.

Key Duties and Responsibilities

  • Under the direct supervision of the Director General of CIRDAP, the Director (Research) is responsible for carrying out the following duties and responsibilities:
  • Plans the research programme of CIRDAP, and assumes primary role in the implementation of such programmes;
  • Assists in establishing guidelines for research collaboration between CIRDAP and the national IRD centres of network countries or other institutions involved in IRD programmes;
  • Devises effective monitoring and evaluation systems for research undertaken by CIRDAP itself or in cooperation with national IRD centres or other institutions;
  • Assists in the recruitment of consultants and research fellows whose services may be needed from time to time in the implementation of CIRDAP’s research programme;
  • Take up Consultancy projects, Resource mobilization;
  • Carryout mandated training programmes;
  • Edit CIRDAP journal, expand publication and outreach activities;
  • To organize international conferences, trainings etc.
  • Identifies the research needs of the member countries in respect of Rural Development to strengthen their respective research programmes;
  • Prepares concrete programme/project proposals inter alia assesses the factors which are likely to influence the scope and effectiveness of the project, drafts the project document, identifies the project requirements, personnel/institutions to carry out the project and the need for additional assistance;
  • Advises NIRD’s and governments on all training aspects of rural development;
  • Supervises the staff of the division/department;
  • Provides periodic reports on progress of work;
  • Perform any other duties and responsibilities assigned by the Director General.

The Director of Research will receive a highly competitive salary package, ensuring both financial stability and professional growth. The annual basic salary is $42,649, translating to a monthly payment of $3,554. In addition to this, the position offers a 5% Cost of Living Adjustment (COLA) of $2,132 annually (or $178 monthly), as well as a Provident Fund contribution of $4,265 per year, which amounts to $355 per month. A housing allowance of $4,800 annually, or $400 per month, is also included to support a comfortable living arrangement. As per agreement with Government of the Peoples Republic of Bangladesh: Privileges, immunities and facilities CIRDAP staff has (1) exemption from taxation on the salaries and emoluments paid by the Centre.
