CODEC is an inheritor of DANIDA Bangladesh derived from couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people centered development organization since 1985.CODEC has been growing and evolving into efficient and effective non-governmental development organization in the coastal area of Bangladesh. From the beginning of its development intervention, CODEC started its activities only with the fisherfolk communities but over the period CODEC now extended its working area with other disadvantaged coastal communities along with the fisherfolk community in the exposed coastal districts in Bangladesh.Community Development Centre (CODEC) invites application for the following positions from the potential Bangladeshi nationals for our “Climate-Resilient Agricultural Empowerment in Khulna (CRAEK)” in Dacope, Koyra, Paikgacha and Batiaghata Upazila of Khulna District. (“Come and Learn”) Project funded by USAID and BRAC will provide technical assistance to increase Agriculture and Food Security through Access to Quality Inputs, Access to Extension Services, Market Linkages, Post-Harvest Loss and Waste awareness under USAID Bangladesh America Maitree Project title “Climate-Resilient Agricultural Empowerment in Khulna (CRAEK)” in Dacope, Koyra, Paikgacha and Batiaghata Upazila of Khulna District. The project is designed to benefit 7,200 direct beneficiaries and 27,000 indirect beneficiaries across the four targeted upazilas in Khulna District. To achieve this, the project will focus on selecting the five most climate-vulnerable unions within each upazila.The program is implemented through an integrated approach building synergies across 4 (four) program elements with the objectives of achieving the following results through interrelated components:· Improve the Availability, Adoption, and Sustainable Use of High-Yielding, Climate-Resilient Agricultural Inputs · Improve Farmers’ Knowledge of Modern Farming Practices, Post-Harvest Handling, and Market Linkages through Digital Solutions and Private Sector Engagement · Establish and Strengthen the Market Supply Chain for Smallholder Farmers by Connecting Them with Local Vendors, Community Markets, and High-Value Markets, Including F-Commerce and E-Commerce Platforms· Implement Modern Technologies and Practices to Minimize Post-Harvest Losses of Agricultural Production through Improved Storage, Transportation, and Packaging. Finance and Admin Officer will play a lead role in the coordination of programmatic activities. S/he will receive implementation and coordination guidance from the Project Manager as well as the technical team of USAID Bangladesh America Maitree Project. C: 1. Tasks:· Oversee financial aspects of the project, including budgeting, accounting, and financial reporting. Ensure compliance with financial policies and procedures.· Responsible for monitoring all sort of financial expenditures according to budget of project.· Update all financial books and records as per financial procedures following CODEC financial compliance.· Ensure maintenance of fixed assets and update fixed asset lists.· Preparation of journal voucher with necessary supporting and taking approval from respective authority before recording.· Prepare monthly, quarterly and Annual Project Financial Reports· Ensure maintenance of fixed assets and update fixed asset lists.· Preparation of voucher with necessary supporting and taking approval from respective authority before Payment & recording.· Checking journal vouchers of project office, area offices.· Keep invoice and all other related documents, so that internal & external Audit could be performed without any objections.· Overseeing the bills, documents and booking of expenses in correct & appropriate manner.· Oversee financial aspects of the project, including budgeting, accounting, and financial reporting. Ensure compliance with financial policies and procedures.· Manage grant administration, including tracking expenditures, preparing financial reports, and ensuring compliance with grant agreements.· Monitor project spending and budget adherence. Prepare financial forecasts and reports for project management and donors.· Ensure financial records are accurate and prepared for audits. Address any compliance issues related to financial management.· Assist in the allocation of financial resources for various project activities, ensuring effective and efficient use of funds.· Any other activities as assigned by the Project Manager.C:2. Technical Tasks:· Responsible for update all financial date in accounting software “QuickBooks” and simply accounting software· Prepare consolidated budget and budget variance report in consultation with Project Head and place to the management.· Monitor of payment vouchers with ensuring deduction of Taxes & VAT;· Update monthly bank statement, bank reconciliation and prepare report for the management. C.3. Additional Skills: · Advanced computer skills in Microsoft Word, Excel, and PowerPoint.· Strong communication skills with Gob level spokesperson/officer· Work well independently as well as part of a team· Ability and desire to travel frequently to visit school sites· Excellent verbal and written communication skills in Bangla and English C.5. Work Supervision:The Finance and Admin Officer will work under the Technical Supervision and overall guidance of the Project Manager as well as Finance/Grants specialist of Maitree for direct oversight of activity assignments with respect to administrative supervision responsible to the employer or his designated authority. D. Process Documents:a. You will be responsible to maintain a Work Journal, where you will document your learnings, mistakes, challenges, experiences, accumulated knowledge, etc. either in English/Bengali and share with your line manager/CODEC management when required.b. You will be responsible to coordinate with all teams/departments of your project/program to document and share all knowledge that can be relevant and beneficial for the organization.E. PSEA: S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
