  • Ability to prepare Financial Reports and linking with programs implemented;

  • Ability to prepare document reports in both English and Bangla;

  • Willing to travel and work in the most remote area

Responsibilities & Context

About ASD:

Action for Social Development (ASD), established in 1988, is a non-government, non-profit and non-political development organization. ASD started its development activities with a Vision that people irrespective of their culture, ethnicity and religion enjoy full democratic and human rights and live in peace and dignity. The Mission of ASD is to facilitate the poor creating solidarity among themselves, building their capacity and bargaining power for realizing their rights and needs in order to improve their quality of life. ASD has a unique experience of working in both urban and rural areas and has experience of working as the head of consortium. ASD in a span of over 35 years, successfully implemented 75 development projects. In the previous journey ASD had a footprint in 17 districts of Bangladesh.

Livelihood, agriculture and food security is one of the major focus areas of ASD. ASD has given importance on empowerment and capacity building to the vulnerable community, agricultural technology and alternative IGAs, diversify food production, ensure better utilization of food.

From the beginning of its journey ASD has been working to eliminate existing barriers in order to increase access, enable decision-making and participation of marginalized populations. ASD has demonstrated committed dedication to improving the quality of life for marginalized populations, such as women and youth, through meticulously planned interventions and strategic partnerships. By leveraging both local and national strategies, ASD ensures that its programs are effective, scalable, and sustainable, thereby fostering resilience and self-sufficiency in the communities it serves.

Project Background:

ASD is going to implement a project named USAID Bangladesh America Maitree Project (Agriculture and Food Security) at Sunamgonj District from November 2024 to November 2026 funded by USAID. This project will be implemented in 03 (Three) Upazila (Sunanmgonj Sadar, Derai and Dowarabazar) under the Sunamgonj District in partnership with USAID Bangladesh America Maitree Project-BRAC. To implement the project, ASD invites applications from the competent and qualified persons for the following positions:

Position: Finance and Admin Officer

Project Title: USAID Bangladesh America Maitree Project

(Agriculture and Food Security)

Project Duration: November 2024 to November 2026

Job Category: Project Staff

Reporting: Report to the Project Manager

Job Responsibilities:

  • Project financial activities, including budgeting, monitoring, and reporting
  • Provide support in planning, operations and management of the project’s finance and budget.
  • Closely monitor and track the budget versus expenses with the approved project budget and work plan.
  • Maintain project financial filing and ensure all financial documents according to USAID, BRAC, and Action for Social Development (ASD) policies and procedures.
  • Assist in preparing financial reports, asset reports, and VAT reports.
  • Conduct physical verification of project assets, update register/records, and prepare reports.
  • Provide support in facilitating external audits, monitoring through preparing financial statements and providing bills/ vouchers, documents, financial reports, etc.
  • Facilitate team meetings and prepare the meeting notes/minutes, especially any financial issues.
  • Perform monitoring and guidance to the project staff to maintain financial procedures for their expenses.
  • Financial Management:
  • Checking bills and vouchers of all the projects;
  • Maintaining petty cash;
  • Preparing VAT /Tax challan and depositing to bank; Maintaining close communication with banks; Preparing all types of Voucher & Cheques and ensuring preservation;
  • Maintain all kinds of registers that are related to finance and admin, such as movement register, attendance register, employee leave register, stock register, dispatch register, fixed assets register etc.
  • Keeping records of all important documents and communication by scanning and filing;
  • Voucher posting using Tally software (ERP-9)/ Manual.
  • Administrative and Logistics Support:
  • Ensure advance payment to the project staff for traveling of field activities and make necessary arrangements for adjustment of their advance on time.
  • Arrange payment to consultants, vendors, and service providers, etc.
  • Provide assistance to the HR department in maintaining compliance and documentation for the project staff recruitment process.
  • Maintain filing financial, administrative and HR records in an organized manner and according to USAID, BRAC, and Action for Social Development (ASD) policies and procedures.
  • Facilitate, organize and support the administrative activities such as ensuring field office set up, field movement, vehicles, assets and logistics as per standards and guidelines.
  • Processing all leave applications of the project;
  • Keeping a record of staff personal files;
  • Maintaining confidentiality of organizational information and documents strictly and sincerely;
  • Checking asset inventory on half yearly basis at the project office
  • Organizing the logistics for meetings with donors, project staff and others;
  • Communication and liaison with Technical partner and stakeholders
  • Maintain effective communication between the key personnel of BRAC to ensure the requirements are met accordingly and timely.
  • Maintain effective communication with project staff and different departments at ASD.
  • Maintain suppliers, vendors, and contractors’ contact information and communication.
  • Ready to work in any natural disaster or emergency anywhere in Bangladesh.
  • The Finance and Admin Officer will report to the Project Manager and Head of Finance of Action for Social Development (ASD)
