Requirements

Education

Education & Other Qualifications :

  • A bachelor’s degree in management, business administration, or a related field is essential.
  • Post Graduate Diploma in HR management or HR certification/course is desirable.

Additional Requirements

Experience

  • A minimum of 3 years of experience in an HR generalist position is essential.
  • A minimum of 1 year of experience with team management is desirable.
  • Experience in International NGO is highly desirable.

Language

Essential:

  • English Language – B2 minimum
  • Bengali – Native Speaker
  • Good understanding (speaking & listening) of Chittagonian/ Rohingya dialect)

Knowledge

  • Advanced Computer literacy is essential. (MS excel, MS word, Outlook)
  • Knowledge of HR software is desirable

Responsibilities & Context

Accountabilities :

  • Advise Project Coordinator on set up (org chart) and together with the HR Coordinator, update the project’s organizational chart and job descriptions
  • In close coordination with the Project Coordinator and the HR Coordinator, calculate the HR operational
  • needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the
  • project and to facilitate budget following-up.
  • Ensure hiring, carry out amendments and contract termination formalities for employees at project level,
  • according to labour local laws, archiving and updating individual employee files, informing them on their
  • rights and preparing all mandatory tax declarations, in order to ensure legal compliance.
  • Assist the Project Coordinator, and/or team leaders and supervisors to draw up annual holiday planning and
  • staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
  • Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of national
  • employees of the project are correctly entered in Homere (days off, unpaid leaves, sick leaves, overtime,
  • salary advance, etc.), in order to ensure on time and accurate salary payments.
  • Under supervision of the HR Coordinator, ensure indexation process of national staff salary grids in order to
  • ensure internal equity, cost-of-living adjustments and the correct application of employment conditions in
  • the project sites.
  • Support, in close coordination with the HR Coordinator, the project line managers in detecting training needs,
  • in properly evaluating people performance and in potential identification, in order to improve people
  • capabilities, and their end results contribution to mission goals.
  • Plan and supervise, in close coordination with the HR Coordinator, the associated processes (recruitment,
  • training/induction, evaluation, potential detection, development and communication) of the staff under
  • his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Together with the Project Coordinator, support the line managers in implementing the internal
  • communication policies to boost staff active participation and MSF commitment.
  • In close collaboration with the Project Coordinator and HR Coordinator, apply the administrative procedures
  • part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health,
  • etc.) and MSF.
  • In close collaboration with the Project Coordinator and HR Coordinator, look for the best options to avoid
  • and/or solve possible labour conflicts in the project.
  • Ensures all staff in the Project (Locally hired staff, Camp based team members, International mobile staff etc.)
  • are properly briefed and/or inducted.
  • Ensures all HR reporting of the Project .
  • This position will require regular travel to the refugee camp 8W.

MSF Section/Context Specific Accountabilities

  • In collaboration with coordination team follow up on International Mobile Staff agenda; visa, holiday, arrival
  • and departure, per diem and other allowance.
  • Follow up on incident report received and execute the disciplinary process together with the line manager in
  • collaboration with the Project coordinator, HRCo, Deputy HRCo.
  • Create and keep up to date the HR pools which are vital to run the activity, including Daily Worker pools.
  • In collaboration with finance, perform monthly budget follow up, allocation on HR resources and relevant
  • expenses.
  • Ensure the allocation of shifts in the roster are balanced, distributed equally and according to the HR needs
  • together with the accordance of Internal regulations and the roster management guide.
  • Understand and implement the HR policies among the team and to promote good practices.
  • Ensure the mission HR guidelines are followed in the project HR team while doing payroll, recruitment
  • Ensure the file management (personal file, recruitment file, payroll file) is in place and followed.
  • Perform Payroll Control on a monthly basis
  • Collaborate with Learning and Development Specialist
  • Ensure management, evaluation, training and support of the HR team.

Compensation & Other Benefits

  • Salary according to MSF salary grid (Level 9) BDT 119500, two (2) annual leave days per month worked. Medical insurance for employee and direct dependents.
  • 2 Festival Bonuses after completion of one year of uninterrupted service. There will be no provisions for relocation.
