Education

Additional Requirements

  • At least 4 years’ experience in WASH project related MEAL system.

Responsibilities & Context

Coordinates with: WASH team, Finance & Admin, HR & Logistics, and WASH Sectors

HEKS/EPER, Swiss Church Aid is the aid organization of the Protestant Churches of Switzerland and supports projects to combat hunger, poverty and injustice in 31 countries on four continents. HEKS/EPER also provides emergency relief for victims of natural disasters and armed conflict worldwide and supports the welfare and social work of the Reformed Churches in Eastern Europe and in the Middle East. In Switzerland, HEKS/EPER champions the rights and the integration of refugees and socially disadvantaged people. HEKS/EPER is a member of the ACT Alliance.

GENERAL CONTEXT AND BACKGROUND:

HEKS/EPER has been active in Bangladesh since 1975 and is registered by the NGO Affairs Bureau. Its development cooperation department mostly focusses on projects for ethnic minorities (Dalits and Adivasi) in Northern Bangladesh. Humanitarian aid interventions in the Rohingya response are managed directly by the Humanitarian Aid Department from an own office in Cox’s Bazar and field office in camps.

Purpose: Project Officer- MEAL & MIS (WASH) responsible for carrying-out monitoring and evaluation related activities of HEKS/EPER’s WASH programs. The person (S/he) is responsible for developing and assisting WASH program monitoring, evaluation, accountability and learning system as per requirement and guidelines.

Main responsibilities Tasks

Project implementation

  • Leading the coordination and implementation of all MEAL activities with a detailed MEAL plan.
  • Developed WASH project/program appropriate MEAL tools/methodologies (online, offline) with the support of WASH team.
  • Lead to plan and conduct data collection as per questionnaires designed in ODK (Open Data Kit) software, KoBo toolbox by using smart device, data filtering & analysis.
  • Conduct periodic reviews of WASH project MEAL systems to refine MEAL practices and systems and to address gaps or challenges align with the log frame.
  • Support WASH program team to conduct supportive supervision and joint monitoring visit with GoB official and stakeholders and share the findings.
  • Support WASH Program team to organize and facilitation the advocacy and learning sharing session at Upazila, district and national label.
  • In collaboration with Audit/control unit, to roll out and functionalize the CFRM mechanism in the WASH project and collect data/information and conduct regular follow-ups on the raised complaints, feedback, and response mechanism.
  • Measure achievements of WASH project activities as per log frame updating IPTT, Output Tracker, and activity tracker in a timely manner.
  • Assist developing of WASH project development and lead on preparing monitoring framework and necessary log frame for WASH.

Relationship with Government Administration

  • Build, strengthen and maintenance of relationship with Government Administration at Upazila/District levels.
  • Ensure engagement of Government Administration in the project planning, participation in various events such as training, workshops, inaugurations and other events.
  • Ensure submissions of documents for project approvals, clearance certificates and conduct necessary follow-up as required.
  • Information management and reporting
  • Lead & ensure all program and monitoring data of WASH project and program activities are recorded in the project databases and tracking tools in a timely and accurate manner.
  • Prepare, share and document the monthly reports, project assessment reports, evaluation reports, case stories, and need based event reports complying with donors and project requirements.
  • Prepare any need-based reports on request such as situation report, incident report, etc.

Capacity Strengthening

  • Lead on building technical capacities of the short-term Enumerators/MEAL casual staff and MEAL team members (if needed)).
  • Develop and facilitate/co-facilitate MEAL workshops/training for the WASH program staffs as needs are identified by line supervisor.
  • Facilitate technical training and orientation sessions to the beneficiaries, Volunteers/community mobilizers/project associates, program team once any new tools and apps developed.
  • Participate in different trainings, meetings in line with the role and nominated by the line manager.

Safety and Security

  • Provide timely incident report to the line manager as needed.
  • Practice, promote and endorse the issues of the safeguarding policy among team members and ensure the implementation of safeguarding for establishing a safe working environment.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

General

  • Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of the Humanitarian Department.
  • Comply with organization policies and practice with respect to code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
