Responsibilities & Context
Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 91 projects covering 201 focusing upazila on eight goals i.e i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.
Caritas Bangladesh (CB), Dinajpur Region, is seeking a qualified candidate for immediate appointment to the position of Senior Accounts and Admin Officer.

1. Details of Position:
Position : Senior Accounts and Admin Officer

Reporting to : Regional Director
Salary : BDT 50,000/-(fifty thousand) per month for 6 months provision period (The salary is negotiable for the highly experienced and qualified candidates)
Bonus : As per Caritas Bangladesh policy
Provision : 6 months, with regularization upon successful completion

2. Job Summary:
The Senior Accounts and Admin Officer oversees financial and administrative operations at the Regional Office, ensuring accuracy and compliance. Responsibilities include preparing financial plans and budgets, managing accounts, supervising cash and bank transactions, and coordinating with field offices. The Senior Accounts and Admin Officer also handles financial reporting for donors and government authorities, reconciles accounts, and safeguards financial records.
On the administrative side, the Senior Accounts and Admin Officer manages office assets, maintenance, employee income tax matters, and utilities, while supervising support staff and handling logistical needs for visitors. This role ensures smooth financial management and efficient administration to support Caritas Bangladesh’s goals.
4. Roles and Key Responsibilities:
a. Preparation of Financial Plan (Budgeting)

Prepare periodic financial plans for the Regional Office and various projects as required by the Regional or Central Office.

Assist program personnel in developing budget plans for their respective projects.

Support the Regional Director and program personnel in budget preparation during project proposal development.
-
Responsible for preparing the Five-Year Integrated Plan and annual budget for the Regional Office.

b. Maintaining & Keeping Accounts
-
Prepare, maintain, and manage monthly fund requisitions, financial accounts, inventory, and asset registers.
-
Oversee all financial matters, including receipts and disbursements, ensuring proper management and control.
-
Supervise daily cash and bank transactions, reviewing bills and vouchers for approval and payment.
-
Ensure effective coordination between field offices regarding accounts and revolving funds.
-
Collaborate with project staff on financial matters to facilitate seamless operations.
-
Supervise and evaluate the performance of accounts department staff, providing guidance and support as needed.
-
Monitor and adjust travel, project, and other advances, along with sundry creditors.
-
Prepare periodic financial reports for government and donors, including Forms of FDs and special audits, in consultation with the Regional Director.

Prepare and process debit/credit notes for Central, Project, and Upazila Offices, making necessary adjustments as required.
-
Reconcile current and advance accounts maintained with the Central, Project, and Upazila Offices.

Prepare final accounts for Caritas Bangladesh, Dinajpur Region, including the balance sheet, income and expenditures account, and receipts and payments account with all accompanying schedules at the end of the financial year.

Facilitates audit processes by supporting internal and external auditors to ensure compliance and audit readiness.

Consolidate the final accounts for Caritas Bangladesh, Dinajpur Region.

Safeguard final accounts in digital formats (computer, HDD, cloud) following internal and external audits.

Manage accounts for the guest house, Employees’ Provident Fund, Gratuity Fund, Staff Solidarity, and other designated funds

c. Administrative and Logistic Supports
-
Oversee repairs and maintenance of furniture, fixtures, office equipment, and other assets at the Regional Office, ensuring proper numbering.
-
Handle employee income tax matters, including calculation, return submission, and payment.
-
Maintain the Fixed Asset Register, including stock registers and logbooks.
-
Manage the repair, maintenance, and control of telephone systems, email, PABX, generator, IPS, air conditioning, and other equipment at the Regional Office.

Oversee the upkeep of premises, including cleaning services and building maintenance.
-
Ensure timely payment of Union Parishad tax, land tax, electricity, and telephone bills.
-
Act as custodian of keys for offices, guest houses, conference halls, vehicles, generators, and other facilities, maintaining a register for all keys.

Supervise and manage the duty roster for guards, janitors, peons, and caretakers.

Keep nominee forms (PF, Gratuity, Compensation Fund, Group Insurance, etc.) for all staff in a secure place.

Oversee hall room and guest room maintenance, bookings, and bill preparation.

Assist with board and accommodation arrangements for donors and visitors as needed.

Provide additional administrative and logistical support as assigned by the Regional Director.
