Responsibilities & Context

  • Implementation of Vehicle Management Procedures:
  • Follow up with the Head Driver to establish procedures for monitoring all drivers, ensuring they properly record problems, damage, or accidents in the vehicle logbook, and report such incidents to the supervisor including proper roster preparation.
  • Implement protocols for the registration of vehicles, insurance, and vehicle services (A, B, or C).
  • Analyze and generate reports on fuel data to achieve optimal fuel consumption.
  • Ensure that drivers and vehicles are prepared to fulfill the day’s movement requests.
  • Construction, Technical Maintenance & Inventory Support:
  • Support to the Logistics manager for any kind of construction activity in the project level,
  • Follow up with base and Facility office, Maintenance Agent for the perform maintenance on clinic project sites and oversee non-medical stock management.
  • Conduct maintenance on electrical systems, generators, water, gas, and all equipment.
  • Establish a system for field purchases, including priority setting, and adhere to authorization protocols.
  • Provide a monthly inventory of office, clinic/sites and houses.
  • Ensure the timely handling of medical requests and establish an efficient information-flow/process for managing requests.
  • ICT Services:
  • Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services with mission ICT responsible, in accordance with MSF standards, policies, protocols and procedures;
  • Provide briefings to all staff members on ICT matters.
  • Maintain a robust network and ensure continuous Internet connectivity.
  • Perform weekly backups of computer users’ data.
  • Regularly update virus definitions and engines for anti-virus software in collaboration with the mission ICT office.
  • Execute security and service pack updates for MS Office and Windows.
  • Undertake cleaning and maintenance of computer equipment within the project.
  • Maintain accurate inventories of hardware, software, and ICT documentation.
  • Take responsibility for asset tracking of ICT hardware.
  • Watsan Activities:
  • Ensure the day-to-day implementation and administration of assigned Watsan activities at the project level. This includes, but is not limited to, water supply, excreta disposal, waste management, vector control, and the management of dead bodies when necessary.
  • Oversee the distribution of materials and tools used in water treatment, hygiene, and sanitation. This involves the physical organization and inventory of stocks, receiving and processing orders for water, sanitation, and hygiene material, checking that received amounts are accurately recorded, and monitoring monthly consumptions.
  • Ensure that Watsan teams adhere to MSF procedures and protocols to guarantee the operational quality of the project.
  • Oversee the maintenance and repair of technical equipment in the project to ensure the proper functioning of Watsan activities.
  • Biomed Equipment Activities:
  • Organize and participate in the installation of biomedical equipment.
  • Follow the schedule and perform preventive and curative maintenance works on equipment in collaboration with the Biomed Specialist and Service Provider. Adhere to MSF and/or manufacturer’s protocols, manuals, and recommendations. Ensure that cleaning and simple maintenance are carried out by medical and logistics staff as per their responsibilities.
  • Report any issues or problems with biomedical equipment to the supervisor and propose solutions, such as training staff on device usage and operating procedures. Collaborate with the Biomed Specialist.
  • Participate in organizing user training when required.
  • Follow up and manage the stock of consumable items, maintaining stock cards, conducting physical stock inventories, and executing orders necessary for renewing stock. Collaborate with the Base and Facility Officer and medical team to avoid shortages.
  • Take responsibility for equipment and tools, including extinguishers, ensuring correct and safe usage, and maintaining or renewing them when necessary. Keep the inventory updated.
  • Ensure that all record sheets and books related to maintenance are consistently completed, including the date of intervention, replaced parts, problems, solutions, and prepare necessary reports before and after any repair or required maintenance.
  • Safety and Security:
  • Collaborate with the Project Coordinator Support to follow up on any security-related issues concerning car movements and implement necessary measures, working jointly with the Logistics Manager.
  • Monitor and report key issues, including security and risk assessments, to the Logistics Manager. Provide support in analyzing contextual information, drawing on a solid knowledge of counterparts in various administrations to enhance decision-making processes.
  • Assist the Logistics Manager in drafting incident reports for any events related to movement, fire, electrical hazards, etc.
  • Support the Logistics Manager in conducting various training sessions for MSF staff and others on safety precautions. This may include Fire Safety Training, Electrical Hazards Training, Refresh Defensive Driving Training, etc.
  • Human Resource Management:
  • Directly supervise the Base and Facility Officer, Head Driver, and Watchmen.
  • Manage Administrative for logistical staff, including managing rotation schedules and overseeing leave management.
  • Provide support to the Logistics Manager in planning and human resource processes, including recruitment, training, performance evaluation, tasks definition, and internal and external communication for the staff under his/her responsibility. This ensures both the appropriate staffing levels and the necessary knowledge for the activity.

Compensation & Other Benefits

  • Medical allowance, Weekly 2 holidays

This position is based on 8 months contract (Approximately) according to level-Six (Level-6) of the internal MSF salary grid (BDT 68000 Gross/Month). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff
