- At least six (6) years’ experience in the project management level positions with a particular focus on DRR/DRM especially in CHT context.
- Previous work with USAID/BHA funded projects will be treated as special competencies for this position.
- Having knowledge on hazards and shocks in the contexts on Chittagong Hill Tracts (CHT) of Bangladesh.
- Good command both in English & Bangla. Proficiency in local ethnic languages will be considered as additional value and skills.
- Proficiency in Microsoft Office such as Word, Excel, Power point.
- Basic knowledge on accounting systems
- Ability to produce high quality reports in English
- Evidence of having undertaken similar assignments.
- Ability to travel extensively to working locations and willing to stay in the field.
- Able to drive a Motorcycle and have a valid driving license or in process.
Responsibilities & Context
Humanitarian Foundation (HF) is a grassroots voluntary organization (NGO) working in Bandarban hill district for almost 20 years. Since inception, HF has been working to bring a positive and sustainable change in the lives of the impoverished through different types of community development projects and programs in Bandarban hill district with funding support from national and international donor organizations. HF is looking for a suitable candidate for an immediate appointment under Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh project supported by Caritas Bangladesh and Catholic Relief Services (CRS) funded by USAID’s BHA. For this purpose, HF is inviting applications from the highest caliber and best qualified candidate for the following position.

Project: Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh Project (LEWS-DRR)
Accountability: S/he will perform assigned responsibilities in coordination with Project Manager based in Project Office of Caritas Bangladesh and mainly accountable to the Head Quarter’s respective assigned Program Person and Executive Director of the organization Humanitarian Foundation.
Work Station: Upazila Office, Bandarban Sadar, Bandarban Hill District.

Internal:
Upazila and Union level all staff members of the project such as MEAL Assistant, Field Engineer, DRR Officer, Finance & Admin Assistant, and Community Organizer including other field level colleagues; Executive Director of the organization Humanitarian Foundation and his senior team members of Head Quarter.
External:
At Caritas level: Project Manager, DRR Specialist, MEAL Specialist, ICT/GIS Officer, Gender, Protection & Inclusion Officer, Finance & Admin Officer of Project Office and Caritas Regional and Central Office team member who are assigned for the project.
At GoB & Other Levels: Upazila level all respective department especially Upazila Nirbahi Officer and Project Implementing Officer including Upazila Disaster Management Committee; Union Disaster Management Committee of working area; local NGOs as well as partner Offices of the project.
Job Summary: The Upazila Coordinator is the lead of the Upazila project team. S/he will be responsible for coordination, implementation, monitoring and supervision of all activities in assigned Upazila level in coordination with Project Manager based in Project Office, Bandarban of Caritas Bangladesh and HQ of the organization Humanitarian Foundation, Bandarban.

Main Responsibilities:
- Coordinate and implement all project activities at Upazila level in line with project goals and objectives.
- Monitoring and supervise the project activities and smooth implementation as per Plan.
- Strengthen the linkage between government and local nongovernmental organization (NGOs), DRM structures (WARD to Union) charged with taking forward.
- Progress monitoring through regular field visits.
- Support the Accounts officer with fund requirements, financial reporting and compliance.
- Supervise and check the quality of work/deliverables of the Community Organizer as well as other Upazila level staff.
- Support team members on ways to properly document, organize and capture progress of the project.
- Compile Upazila reports and ensure timely submission to Project Manager and HQ of the organization Humanitarian Foundation, Bandarban.
- Prepare monthly, quarterly and annual progress report.
- Documentation, knowledge management and dissemination of reports relating to training, workshops, surveys, dialogue, events.
- Assist partner’s officials to develop and plan coordination processes as an advocacy tool between community, private sector and the government through the local service provision approach.
- Ensure consent/approval of CfW/For Work schemes/activities from the respective government authority as per SoPs, CB/CRS and donor compliance.
- Ensure donor compliance related to CfW/For Work and DRR/LEW activities.
- Lead this program quality (PQ) aspect on the ground with some level of decision making authority on the ground.
- Ensure that the relevant compliance, statutory rules and regulations, standard and applicable policies are followed.

- You must have the readiness to work in any emergency program as deemed necessary by the Organization.
- You must uphold at all times standards of behavior described in the Child Protection Policy and Safeguarding Policy of Caritas Bangladesh, CRS, and Humanitarian Foundation. You must be committed to ensuring children feel safe, empowered and take seriously if they raise concerns in relation to their safety and well-being.
- You will have to respect to the poor and vulnerable people and community, do no harm and respect to their dignity and not in serving the vested interest groups as a Caritas Bangladesh’s partner organization staff while sharing any content or post in the Social media and Internet.
- Maintain good team spirit among all other team members for creating a dynamic team and also maintain professional line functions relationship with other staff members in the organizations.
- This JD is subject to change time to time based on the need as well as of the Organization and/or requirement of the project.
- Perform any other duties/responsibilities as assigned by the Executive Director.
