  • Knowledge and experience in Gender justice and diversity, Community capacity building initiatives, Resilient livelihood and on gender, environmental and social compliance issues. Also respect for different race, ethnic communities and gender is mandatory.
  • Ability to work under minimal supervision and have impact on input on program indicators.
  • Excellent organization, coordination, report writing and team management skills.
  • Strong and effective coordination, communication and presentation skills along with advocacy skill with local and national stakeholders.
  • Project implementation and capacity building competencies.
  • Report writing capacity.

Responsibilities & Context

DASCOH is application from qualified individual for the role of project officer for its “Community-led Climate Smart Innovations to Address Climate Change Impacts” in short “UDDOM” project which aims to strengthen the capacity of local government institutions through training and technical assistance and to provide an integrated approach of adaptation initiatives to enable communities to better withstand climate-induced disasters. The incumbent will support the organization by implementing the day-to-day activities at the union and ward level, including liaising with Union Disaster Management Committees (UDMCs) and Ward Disaster Management Committees (WMDCs) as part of the Disaster Risk and Reduction Policy and Practice sector; WASH interventions; Agriculture interventions; Shelter interventions; and Early Warning interventions. S/he will be responsible to field implementation, Operational planning, and budget management, coordination of ward facilitators and implementation of project activities as per programme requirement.

Objective of the mandate:

  • The objectives of the project execution mandate are:
  • As per the operational plans, select participants, and manage services for targeted communities.
  • Implement Program Activities by conducting training, distribute resources, and managing other activities.
  • Build relationships with Local government institutions member, farmers, partners, and others to ensure program delivery and develop strategic partnerships.
  • Support the overall implementation, monitoring, and reporting of field-level activities.
  • Ensure team member safety, promote safeguarding policies, and follow reporting procedures.
  • Function:
  • In more concrete terms the mandate includes;
  • Setting up operational plan for the filed level programme activities and community mobilization, formulation/reactivation/facilitation of participants.
  • Programme participants selection according to the criteria and provide services to the targeted communities within the limited timeframe.
  • Conduct awareness raising and capacity building activities  and distribution of agriculture inputs and materials for climate adaptive agricultural activities.
  • Managing relationships with farmers, partners, and other stakeholders to ensure delivery of the programme outputs at field level and also develop strategic partnership and networks with the relevant stakeholders at field level.
  • Provide support in overall implementation, monitoring and reporting of field level programme activities with safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation.
  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  • Output:
  • Quality implementation of the project with achieving target.
  • Effective implementation of the designed intervention under the project.
  • Effectively implement the capacity building intervention of Local Government Institution on climate and disaster issue.
  • Effective implementation of other climate adaptive intervention as designed under the project.
