Responsibilities & Context

DASCOH has been implementing the THRIVE project from January 2024 to December 2027/2028 in Naogaon and Chapainawabgonj districts with the financial and technical support provided by the HEKS/EPER Bangladesh. HEKS/EPER Bangladesh endeavours to enhance the resilience of Dalits, Adivasi, and other marginalized communities in these areas by creating conducive environments for increased access to rights, entitlements, and socio-economic opportunities. DASCOH Foundation seeks a vibrant Technical Officer specializing in advocacy interventions for it’s THRIVE project. Overall responsibility of quality implementation of the Advocacy, rights & entitlement component of the THRIVE project in coordination with the THRIVE project coordinator and other team members under the guidance of Technical Officer- Rights and Entitlement of HEKS Bangladesh. Under the supervision of Project Coordinator of THRIVE project, The Technical Officer- Advocacy (TO-Ad) of DASCOH is to maintain close communication with the TO-Advocacy of HEKS/EPER. The TO-Advocacy will actively participate in developing the project’s annual plan and stakeholder mapping and engagement, ensuring marginalized communities have better access to rights and entitlements. S/he will liaise with HEKS staff to ensure project-level advocacy activities are delivered as planned, keep their supervisor informed of significant successes or challenges, and help conduct training on communication, networking, linkages, and human rights.

Job Responsibilities:

  • Maintain close communication with the TO-Advocacy of HEKS/EPER.
  • Upon guidance of Technical Officer- Rights & Entitlement of HEKS actively participate in the partners THRIVE Project YPO development and make sure that rights, entitlement and advocacy related components are being addressed.
  • Facilitate and support to PNGOs on stakeholder mapping and engagement to ensure the Dalits, Plainland Adibashi and other marginalized communities have better access to rights and entitlements under the guidance of the Technical Officer- Rights & Entitlement, HEKS/EPER.
  • Collect and collate advocacy-relevant different event reports from the field level.
  • Review and document them every quarter with the guidance of technical manager (Technical Officer-Rights & Entitlement).
  • Strengthening the local-level Advocacy Platforms/Networks of non-mainstream most marginalized communities by maintaining strong linkages, coordinating, and providing necessary assistance in all project locations.
  • Support the HEKS TO – Rights and Entitlement to organize an annual convention of advocacy platforms by preparing them to produce an annual action plan by creating linkages with the implementing partners.
  • Liaise with HEKS partner staff (technical and operational) to ensure project level advocacy related activities are delivered as per plan with guidance of HEKS Technical Officer-rights and entitlement.
  • Keep the supervisor informed of any significant successes or challenges that are experienced during project implementation.
  • The TO-Advocacy- DASCOH will assist the line manager in conducting training on communication, networking and linkages, and Human Rights (including land rights) for all staff or project participants.
  • Regularly follow up relevant budget allocation and will be responsible for timely quality expense of relevant line itemized budget of the THRIVE project.
  • The TO-Advocacy will assist in conducting any survey, study related to project relevant data collection as per the project needs.
  • The TO-Advocacy will be responsible for ensuring smooth implementation of THRIVE project activities as agreed in consultation with the Technical Officer-Rights & Entitlement of HEKS.
  • The TO-Advocacy will maintain close working relations with the other technical officers for smooth operation and implementation of advocacy-relevant activities.
  • S/he will maintain a close relation with line departments, GoB stakeholders, CSOs and advocacy platforms.
